If you find the Desktop Cleanup Wizard annoying, you can remove it by editing a group policy. Disable Aero Permanently or Temporarily in Windows 7. Try the Microsoft fix for this know issue.

I can not see any other way forward at the moment other than buying the upgrade from Windows 7 Home Premium to Windows 7 Professional from Microsoft.
